What are ELV systems?

ELV (Extra-Low Voltage) systems are the low-voltage technology systems in a building, typically operating under 50 volts. They include CCTV, access control, structured cabling, public address, intercom, fire-alarm interfaces, BMS and audio-visual systems — the connected infrastructure that makes a building secure, smart and functional.

Designed and integrated together

Why it matters in the UAE

In the UAE, ELV systems are central to every modern commercial and residential development. Designing them together — rather than as separate contracts — ensures they integrate cleanly, meet regulations and are easier to maintain.

ELV full form

ELV stands for Extra-Low Voltage. On UAE drawings, BOQs and tender documents you’ll also see the same scope called “low-current systems” — the two terms are interchangeable in practice. Either way, the name describes a specialist package of building-technology systems, delivered by an ELV systems contractor rather than by the electrical (high-voltage) contractor.

The ELV room

Most larger buildings give ELV systems a dedicated room — or a closet per floor. Inside you’ll typically find the network racks and switches, the NVR that records CCTV footage, optical distribution frames (ODFs) where fibre lands, access-control and intercom controllers, UPS support and the patch panels every field cable terminates on. A tidy, labelled ELV room is usually the single best indicator of a well-delivered package: it’s what makes the building’s IT infrastructure maintainable in year three, not just presentable at handover.

ELV cables and containment

ELV runs on its own cabling: Cat6 or Cat6A copper and fibre for data and cameras, fire-rated cable where codes demand it, plus coaxial, speaker and control cable for specific systems. All of it must run in dedicated or properly segregated containment — trays, trunking and conduit — with the required separation from power cabling to control interference. Containment is usually the biggest labour line in an ELV package, and the one cheap quotes hide. Our structured cabling in Dubai and UAE structured cabling pages cover how tested, documented cabling is delivered.

Types of ELV systems

There’s no fixed official list — ELV describes a scope, not a taxonomy — but most UAE packages draw from five groups:

ELV in construction and MEP

On UAE construction projects, ELV is tendered as its own package inside the MEP scope. The ELV contractor attends first fix — when containment and conduit go into walls and ceilings — works from the consultant’s drawings, phases second fix and termination around the other trades, and arrives at testing with as-built documentation already prepared. If you’re pricing or delivering that package, our ELV contractor in Abu Dhabi and ELV company in Dubai pages cover scope, cost drivers and delivery in each emirate.

Common questions

Which systems count as ELV?

ELV is the construction-industry term for building technology systems such as CCTV, access control, intercom, structured cabling, public address and voice alarm, gate barriers, BMS controls and audio-visual systems. The category describes a specialist low-current scope; it does not mean every component or power supply operates below one fixed voltage.

Why do construction projects have a separate ELV package?

Because ELV systems share containment, cabling standards and commissioning requirements that differ from high-voltage electrical work, UAE projects tender them as a distinct scope. A single ELV contractor coordinating all systems avoids clashes on site and delivers one integrated, testable handover.

Who is qualified to install ELV systems in the UAE?

ELV work is delivered by specialist system integrators, and the security elements carry licensing requirements — SIRA approval in Dubai and MCC licensing in Abu Dhabi for CCTV and access control. AQLON delivers full ELV packages under one accountable team.

Do ELV systems need their own cabling infrastructure?

ELV systems use a combination of structured and system-specific cabling — including fire-rated, control, coaxial and speaker cables. Cable routes must run in dedicated or properly segregated containment, with the required separation from power cables to control interference and meet the applicable project standards. Planning those routes early is far cheaper than retrofitting after ceilings close.

What are the three types of ELV systems?

There’s no official list of exactly three — ELV covers a scope rather than a fixed taxonomy. Most commonly, systems are grouped as security (CCTV, access control, intrusion), communication (intercom, PA, PABX) and building automation (BMS and controls), with cabling infrastructure underneath all of them.

What does an ELV engineer do?

An ELV engineer designs, installs, tests and commissions low-current systems: producing drawings and cable schedules, coordinating containment with the MEP trades, terminating and testing cabling, configuring devices and handing over as-built documentation.

Where is ELV used?

Practically every modern building: offices, warehouses, hotels, hospitals, schools, retail and residential buildings. In the UAE, virtually every commercial fit-out or new build carries a defined ELV package.
