ADMCC / MCC Compliance
ADMCC CCTV Approval & Registration in Abu Dhabi
If you’ve been told your CCTV needs “ADMCC approval” — by a landlord, a licensing process or an inspector — you’ve probably noticed something odd: half the companies you call describe the rules differently, and some can’t tell you what the letters actually stand for.
Looking for an ADMCC-approved CCTV company in Abu Dhabi? Start with what the approval actually covers. We handle the approval path end to end: compliant submission drawings, registration, the compliance certificate and its renewal, inspection attendance and closing out rectification findings. If you need cameras installed or upgraded first, that’s our CCTV installation in Abu Dhabi service.
The name
ADMCC, MCC or ADMC — what’s the actual name?
The same regulator gets written three different ways, and it’s worth clearing up before anything else — not least because it tells you something about the companies you’re comparing.
MCC is the Monitoring & Control Center. It was established in Abu Dhabi in 2011 and, since 2019, has operated under the Supreme Council for National Security. “ADMCC” is the widely used longhand — Abu Dhabi Monitoring and Control Centre — and it’s the term most people type into Google, which is why you’ll see it on this page. You’ll also see “ADMC-approved contractor” used as shorthand for the same authority.
Here’s the practical use of knowing this: if a supplier tells you MCC stands for something else, it tells you how well they know the rules they claim to install against. That mistake still appears on the first page of Google.
What actually matters for your premises: the Centre licenses and classifies the companies that install and maintain video surveillance, licenses the individuals who do the work, and issues each premises a compliance certificate once its system meets the standard. The current rulebook is the National Guide for Video Surveillance Systems, 3rd edition, dated 22 September 2026.

Why it matters
Why ADMCC compliance matters
The requirements are specific: what your cameras must cover, how the system must record, how long footage must be retained, what documentation you must hold — and who is permitted to do the work. Installed systems are registered and inspected against all of it.
Getting it wrong is expensive in an unremarkable way. A non-compliant system fails inspection. A failed inspection produces findings with a rectification deadline. Unresolved findings escalate into fines and can complicate licensing — and “we already had cameras” is not a defence, because an ordinary installation and a compliant one are different pieces of engineering even when the hardware looks the same.
And there’s the quieter cost: non-compliant systems tend to fail you at exactly the wrong moment — footage retained for less than the MCC-required minimum, coverage that misses the incident, an export that doesn’t work when the police ask for it.

What we handle
Approvals and registration we handle
Submission drawings
Camera positions, coverage, recording and storage documented against the MCC standard for your premises classification, in a submission the authority can assess first time.
Registration and compliance certificate
We register the installed system and see it through to the compliance certificate for your premises, with the records the certificate depends on.
Inspections and rectification
We attend inspections, and if findings are raised we treat them as a scoped work list: close the gaps, update the documentation and support the re-inspection.
Renewals and temporary permits
The compliance certificate is renewed, so we keep your records current between renewals. Where premises need to operate before full compliance, the Centre also offers a temporary activity permit.
How we work
Our MCC Approval Process
01 · Compliance survey — free. We walk the premises, establish your premises classification and check what’s installed against the current National Guide.
02 · Submission and fixed quote. Submission-ready drawings and a device schedule for the compliant design, with a fixed, itemised quotation for any work needed. The number you see is the number you pay.
03 · Installation or rectification, then registration. Where cameras, storage or coverage need work, it’s done to the submitted design. The system is then registered with the authority.
04 · Certificate, inspection and renewal. We support the inspection through to the compliance certificate, hand over the documentation, and keep the records current for renewal under an AMC.
Requirements
ADMCC CCTV Requirements by Premises Type
ADMCC CCTV requirements aren’t one-size-fits-all — they follow your premises classification, and the differences are significant.
| Premises type | What compliance typically centres on |
|---|---|
| Retail & showrooms | Entrances, sales floor and cash-handling areas |
| Hotels & hospitality | Public areas, entrances and service zones |
| Warehouses & industrial (Mussafah, ICAD, KIZAD) | Perimeter, yard and vehicle access alongside internal coverage |
| Residential buildings & compounds | Lobbies, lifts, parking and common areas |
| Offices | Entrance and reception as a baseline, scaling with size and activity |
Two premises with the same floor area can be entirely different compliance problems. A showroom on Hamdan Street and a similar-sized unit in Mussafah share almost nothing: the showroom’s obligations concentrate on customer-facing and cash areas, while the industrial unit pulls in perimeter, yard and gate coverage.
That’s why a compliant design starts from classification, not a camera count — our survey establishes it first, and the design follows. For current detail by category, see our ADMCC compliance guides.

Two emirates
Operating in Both Abu Dhabi and Dubai? SIRA vs MCC
A question we hear weekly from multi-site businesses: “we’re already SIRA-approved in Dubai — does that cover Abu Dhabi?” No. Each emirate runs its own regime, and approval doesn’t transfer.
| Dubai | Abu Dhabi | |
|---|---|---|
| Regulator | SIRA — Security Industry Regulatory Agency | MCC — Monitoring and Control Centre (“ADMCC”) |
| Who may install | SIRA-approved company | MCC-approved company |
| Requirements set by | Premises classification | Premises classification |
| Approvals & inspections | Yes — SIRA | Yes — MCC |
| Approval does not transfer between emirates — each regime applies separately to each premises. | ||
The practical consequence: a business with premises in both emirates needs a partner approved in both — or it ends up managing two suppliers, two documentation styles and two points of blame. AQLON delivers SIRA-compliant CCTV in Dubai and MCC-compliant CCTV in Abu Dhabi under one accountable team, with consistent design and documentation across both.
Rectification
Rectification Notice or Unregistered System?
You very likely don’t need to rip everything out.
A common Abu Dhabi case: a building with cameras installed years ago — before the current requirements applied to it, or by an installer who was never licensed. What’s usually missing is registration, documentation and a compliance certificate, sometimes with a few coverage or storage gaps.
We start with a compliance audit against your premises classification and the current National Guide: what’s installed, what the paperwork shows, and exactly what stands between the system and a certificate. Then we close those items, register the system and support the inspection. If the hardware itself needs replacing or upgrading, our CCTV installation in Abu Dhabi team handles it as part of the same job. And when CCTV is part of a bigger package — access control, intercom, barriers, cabling — we deliver the full ELV scope in Abu Dhabi under the same accountable team.
FAQs
ADMCC Approval & Registration — FAQs
What is ADMCC (MCC)?
MCC is the Monitoring & Control Center, established in Abu Dhabi in 2011 and operating under the Supreme Council for National Security since 2019. “ADMCC” is the commonly used longhand for the same body. It sets the standard business CCTV must meet, licenses the companies and individuals who install and maintain it, and certifies compliant premises.
Do I need an ADMCC-approved CCTV company in Abu Dhabi?
For business premises, yes: the work must be carried out by a company licensed by the Centre, and the premises needs a compliance certificate for its system. Using an unlicensed contractor typically means the system can’t be certified regardless of equipment quality, so check the company on the Centre’s public register before comparing prices.
What are the ADMCC CCTV requirements?
Requirements cover the whole lifecycle: a design that meets the standards for your premises classification, approved equipment, installation by certified engineers, footage retained to the MCC-required minimum, complete documentation, registration with the authority, and maintenance that keeps the system in its approved state.
Do you handle ADMCC approvals and documentation?
Yes — submissions, drawings, registration, commissioning records and inspection attendance are part of the job, not an extra. We compile the pack as the work progresses, so nothing is assembled from memory the week it matters.
Does the compliance certificate need renewing?
Yes. The Centre runs a renewal service for compliance certificates, so compliance is something you maintain over the system’s life. Keeping maintenance records current between renewals is what makes each one straightforward.
How long does MCC approval take?
It depends on your premises type and the quality of the submission — which is the part we control. A clean, classification-correct submission with proper drawings avoids the rejection-and-resubmit cycle that stretches timelines. You get a realistic schedule with your quotation, covering survey to registration.
Our buyer guide on ADMCC CCTV approval walks through the three approval layers and the official sources. What is the temporary activity permit?
It’s a permit the Centre issues so establishments can operate while they work towards full compliance. Whether your premises qualifies, and on what terms, is set by the Centre; we can advise during the compliance survey.
What happens if my CCTV fails an MCC inspection?
You’ll receive findings with a rectification deadline, and unresolved non-compliance can escalate to fines and licensing complications. Treat the findings as a scoped work list: we audit against them, close the gaps, update the documentation and support the re-inspection.
How do I check whether a company is MCC-licensed?
The Centre publishes a public register of licensed companies on its website. Check that the company appears under its own name before you compare quotations, and don’t rely on a certificate image alone.
